This is a replacement cutter wheel for Wheeler internal cast iron pipe cutters. It is used with the 3in and 4in Capitol-style cutters to make internal cuts on cast iron pipe. The wheel allows plumbers to cut pipes in tight spaces where standard cutters cannot reach.
